Construction on the former Montchanin Building took about one year. During that time the entire building was gutted, asbestos abatement was done, and new plumbing, HVAC systems, and wiring infrastructure was put in place.

Construction was overseen by EDIS Construction of Wilmington Delaware, with several local contractors brought in to handle individual components for the rehabilitation of the building  and the new parking garage.

The architectural firm for both the CSB and the Parking Garage was Simper+Haupe, under the constant guideance of Jerry Bilton.
